You can absolutely buy a car with rego but no RWC; you just can’t put it in your name until a roadworthy/safety certificate is sorted. In most states the transfer won’t be processed without it, so budget for the inspection, any fixes, and a re-test if it flunks. If the rego lapses or you need to drive it for repairs, grab an unregistered vehicle permit or get it towed—fines cost more than a flatbed. Do a PPSR check, match the VIN, and make sure there’s no finance owing before you hand over cash. Price it accordingly: the seller’s “couldn’t be bothered with a RWC” is your bargaining chip. Not legal advice, just common sense on wheels—check your state authority for the exact rules.
