In Victoria, you’ll need a current Certificate of Roadworthiness (RWC) to transfer registration when selling a registered car to a private buyer.
Practically, the seller usually supplies it, and it must be issued within 30 days of the transfer date.
You can sell without an RWC if you sell the car unregistered (remove the plates), to a licensed motor car trader, or in certain exempt family transfers (e.g., spouse/domestic partner).
No RWC on a registered car means the buyer can’t complete the rego transfer until they obtain one, which is a buzzkill for everyone.
