Short answer: on a golf course or other private property, no licence is required; on public roads, you generally do—and often you can’t drive a golf cart there at all.
Most states only allow carts on designated low-speed or “buggy” areas with strict conditions: registration or a permit, proper lights/indicators/mirrors, and a licensed driver.
Step off private land and you’re playing by road rules, which vary by state, so check your local authority (TMR QLD, VicRoads, Transport for NSW, etc.).
If you’re just pottering around the club, you’re fine; if you plan to cross streets or mix with traffic, expect paperwork and a licence, and yes, insurance wouldn’t hurt.
