In Australia, the legal minimum to face a child forward is from 6 months old, and only in an approved forward-facing seat with an inbuilt harness.
From birth to under 6 months they must be rearward-facing; from 6 months to under 4 years they must be in either rearward- or forward-facing with a harness.
Safety-wise, keep them rear-facing as long as they fit the seat’s height/weight limits—often 2 years or more—because little necks don’t love physics.
Once they outgrow that, a forward-facing seat with harness is the go until about 4, then a booster with a lap-sash belt until 7 (or until they outgrow it safely).
Always follow the restraint’s manual and your state rules; the sticker on the seat isn’t decoration.
