Short answer: there’s no special cap in Queensland— a learner can carry as many passengers as there are properly fitted seatbelts available.
You must have a supervising driver with an open licence in the front passenger seat, L‑plates displayed, and a zero BAC.
Everyone must wear seatbelts, and the learner can’t use a mobile phone at all (not even hands‑free); passengers can’t use the phone’s speaker to talk to them either.
Unlike some P‑plate curfews in other states, QLD L‑platers don’t get a time‑of‑night passenger limit—common sense and seat count still apply.
So bring the cheer squad if you must, but if there aren’t enough belts, they’re not coming.
