On green P plates (P2) in Victoria, there’s no specific passenger cap — take as many as there are proper seats and seatbelts.
The one‑peer passenger rule applies to red P plates (P1), not P2.
Usual caveats still apply: 0.00 BAC, no mobile phone use (not even hands‑free), and everyone belted, always.
So unless you’re driving a bus (in which case, different licence, champ), stick to your car’s legal seating and you’re fine.
