Yes, you can sell an NSW car to a VIC buyer without summoning a royal commission—just do the paperwork properly.
As the seller, provide a signed receipt and lodge a Notice of Disposal with Service NSW immediately; if the NSW rego is current, leave the plates on and the buyer can drive it home insured under their policy.
The buyer will register it in Victoria with a VIC roadworthy certificate, proof of purchase, ID, and fees for stamp duty, plates and rego; VicRoads may inspect the car.
If you cancel the NSW rego, remove the plates and the buyer will need a temporary permit or a trailer—no “she’ll be right” cruises over the border.
Clean up the admin: clear any e-tag, cancel toll accounts for that plate, and make sure the VIN and engine numbers match the paperwork—surprises are for birthdays, not VicRoads queues.
