Victoria’s much-maligned EV tax was the ZLEV road‑user charge, a per‑kilometre fee on EVs and PHEVs. In October 2023 the High Court ruled it unconstitutional (a state excise), so Victoria stopped collecting it. As of 2025 there’s no per‑km state EV tax in VIC—just your usual rego, TAC and insurance, thanks very much. For context, the last indexed rates before the ruling were about 2.8 cents/km for EVs and 2.3 cents/km for PHEVs. The state began processing refunds/credits for charges already paid, with VicRoads contacting affected owners. Keep your odometer records anyway; governments love a comeback tour.
