Short answer: legally from 7 years old in Victoria, but it’s not a race to the airbag.
Children under 4 can’t ride in the front if the vehicle has more than one row; in single‑row utes they may, but only in an approved restraint (and never rear‑facing with an active airbag).
Kids 4 to under 7 can use the front seat only if all rear seats are already occupied by children under 7, and they must be in the correct child seat or booster.
From 7+ it’s legal to sit up front, but best practice is the back seat until about 12 years old for proper seatbelt fit.
When in doubt, check VicRoads or the car manual—because arguing with a traffic cop is the slowest way to school.
