The ZLEV road user charge was Victoria’s per‑kilometre levy on electric and plug‑in hybrid vehicles, pitched as a stand‑in for the fuel excise you don’t pay at the bowser.
In October 2023 the High Court ruled the state scheme invalid, so the charge is no longer payable and the Victorian government has been arranging refunds for past payments.
If you drive an EV or PHEV in Victoria now, you don’t need to lodge odometer readings for that charge—just keep your usual rego admin in order.
Other states are still mulling future road‑user charging, so the saga isn’t finished; it’s merely pulled over for a “please explain.”
